Awkward Speech From Actress Ends With Being Escorted Off Stage

"Army Wives" star Kim Delaney was supposed to give a speech at the Medal Of Liberty Awards in Philadelphia.  Well the speech didn't go well.  Word is that the telepromter broke down and she had to wing it.  Looks like she had no idea what she was going to say and must not be very good at ad-libbing.  At first glance it appears she may be under the influence of something.  Maybe that's the real reason?  Either way, this is definitely awkward.  Ouch.
