			<content:encoded><![CDATA[<p>It's been an annoying problem that we've been experiencing lately - trash scavengers.  If you take a drive down the alleys around town, you'll see them.  Our bags have been ripped open and dug through.  Who does this?  Who actually digs in garbage?  What could be of value in there?  Of course there is the concern about identify theft, so we've been shredding our bills and most mail.  How do deter these people?  Here's some ideas I've put into practice.</p>
