It's not what you think.  It's neither human or tiger flesh that makes up these sandwiches, it's raw hamburger or horse meat.  Yes, horse meat and apparently is popular in the state of Wisconsin.  I've never seen it on a menu, but I have heard of steak tartare.  Wisconsin's Health Agency brought this to our attention with a warning against eating raw or under cooked meats.

Scary news regarding this outbreak.  Wisconsin has reports of illness, but not yet in Minnesota.   Health officials say as many as 16 people have died from possible listeria illnesses traced to Colorado cantaloupes, the deadliest food outbreak in more than a decade.
