			<content:encoded><![CDATA[<p>It seems like it's always one step forward and two steps back when it comes to a new Minnesota Vikings stadium.  For people who wish the Minnesota Vikings would stay in Minnesota, is this a good sign or is it just more smoke in hopes of moving a stadium plan forward?<br />
Ramsey County Board members on Tuesday unanimously approved a $28.5 million purchase of 430 acres in Arden Hills with the goal of using it for a Minnesota Vikings stadium if the state finds the money to pay for it.</p>
