The Minnesota DNR has been working on a new deer management plan for the state, and they have unveiled the plan. Along with that, they also have introduced the zone regulations for the upcoming season.

The goal of the deer management plan is to bring the public's input into it and work on better managing the population. I think this is a great step towards a more active hunting culture, and should help bridge the gap with what locals see in deer population and what the DNR understands about it.  There has been many years where we have been "bucks only" but have seen enormous amount of deer in our area.

The new zone regulations seem to have higher limits and less restricted hunts this year. You can check out the zone map here.
