Duluth Police Department Announce the Relocation of Another Level III Predatory Offender

We have had several predatory offenders move into our neighborhood.  I realize they have a right to live where they want but I can't but help feel a bit uneasy when another one moves in close to my home.  The best I can do is be aware and help to make you aware of any that may move into your neighborhood as well.

I do have to say that the Duluth Police Department has been very diligent in letting the public know when another Level III Offender will be moving into a neighborhood in our city.  They have a 41 year old that will be released and relocated.  His name is Jason Edward Koehler is now living in near 200 North block 22nd Avenue West in Duluth.  He is a white male standing 6'3" and weighing 229 pounds.  He has hazel eyes and red hair.

According to the DPD release, he has a history of sexual contact with 7 and 16 year old female victims. Conduct included offender stealing underwear for masturbatory purposes and engaging in sexually explicit conversation with the 16 year old victim. Contact included the offender inappropriately touching a 7 year old victim.  He was known to victims.
